Your foreign driver's license will be valid in Mexico, but if you want to obtain a local Mexican license, the process is relatively straightforward.
Required Documents
In addition to completing the driver's license application, you'll need to bring the following documents (both originals and copies that you'll leave at the licensing office):
- Valid passport
- Visa confirming your legal status in Mexico (FM2 or FM3)
- Proof of residence address: Recent utility bill (water/electricity/phone), property tax receipt, or bank statement in your name no older than 90 days. If you don't have documents in your name, you'll need a letter from the National Migration Institute confirming you actually reside in Yucatan state (or whichever state you're getting your license in).
Cost: 352 pesos (approximately $30) - this fee must be paid at a local bank.
Licensing Procedure
In Yucatan state, foreigners can obtain a driver's license in Merida at special local offices (modulos): either at "Centro" or "Siglo XXI" (addresses provided below).
Step-by-Step Process:
- Submit application and documents
- Vision test - You'll need to pass an eye exam
- Blood test - Only required if you don't know your blood type
- Photo will be taken
- Fingerprints will be collected
- Signature sample will be recorded
- Present your payment receipt for the license fee
- License validity: 2 years
License Renewal
Since Mexican driver's licenses are only valid for two years, you'll need to renew before expiration. It's much easier to renew before the expiration date rather than after.
Renewal cost: Same as initial license fee (352 pesos)
Three Renewal Options:
- In-person at local office (modulo) - Same process as initial application
- USE office (Unidad de Servicios Electronicos)
- Between 60 days before expiration and 30 days after expiration
- Online renewal
- Between 12 months before expiration and 30 days after expiration
- Requires credit or debit card for payment
- New license delivered by DHL courier service, or you can pick it up at the Secretary of Public Security (Secretaria de Seguridad Publica)
Important Warning
If police stop you and you don't have a valid driver's license, you'll face a fine of 13-15 minimum wages, approximately 730-850 pesos ($57-65).
